Commission Launches Two Strategies to Accelerate AI Uptake in European Industry and Science

In October 2025, the European Commission announced two major strategies – the “Apply AI Strategy” and the “AI in Science Strategy” – intended to speed the deployment of artificial intelligence across Europe’s key industrial sectors and scientific research community. The Apply AI Strategy is designed to promote AI adoption in strategic industries and public services, while the AI in Science Strategy aims to position Europe at the forefront of AI-powered scientific excellence.

According to the official documents, the Apply AI Strategy targets at least ten industrial sectors, including healthcare, energy and manufacturing, and allocates roughly €1 billion in funding to catalyse AI integration in industry and public administration. The AI in Science Strategy centres on the creation of a virtual “Resource for AI Science in Europe (RAISE)” institute to coordinate AI resources and infrastructure and boost scientific innovation across the EU.

The move indicates that the European Commission is advancing from policy frameworks to concrete implementation strategies to enhance European technological sovereignty and competitiveness in AI. By combining industry-facing deployment (Apply AI) with research-driven excellence (AI in Science), the Commission seeks to ensure that Europe not only regulates AI, but also actively shapes its rollout and impact in the economy and science. The success of the strategies will depend on how rapidly industry and research sectors convert these plans into measurable outcomes.
