The Trump administration launched a public consultation on February 6, 2025, to develop the new national artificial intelligence (AI) action plan, jointly overseen by the White House Office of Science and Technology (OSTP) and the National Science Foundation (NSF). The initiative is the first concrete step in Executive Order 14179, signed by President Donald Trump on January 23, to strengthen American AI leadership.
The new action plan seeks proposals in twenty priority areas, including hardware and chip manufacturing, data centres, energy efficiency, model development, open-source developments, and cybersecurity issues. According to the Trump administration, these sectors are key in ensuring the United States' dominance in AI technology. The document explicitly highlights that on January 20, the Trump administration rescinded Biden's October 2023 AI executive order with Executive Order 14148, as it deemed it an overly restrictive regulation that hindered innovation and increased administrative burdens for the technology industry.
The consultation will run until March 15, 2025, and the final action plan will be submitted to the president by October 2025. The administration emphasises that the new AI action plan is central to free speech and human development. The vision is for artificial intelligence development in an environment free from ideological bias and social agendas. Conservative technology experts have welcomed the move, highlighting that the Biden administration's AI order placed too much emphasis on social justice aspects. In contrast, the Trump administration aims for a market-friendly, innovation-centred approach. Any American citizen and industry stakeholder can submit proposals for the public consultation through the OSTP official website or the Federal Register online platform.
