On 13 March 2025, OpenAI submitted a comprehensive proposal package to the White House Office of Science and Technology Policy (OSTP) for the United States’ forthcoming Artificial Intelligence Action Plan. The company’s document clearly advocates for maintaining U.S. AI dominance, while emphasising that Chinese advancements, particularly the emergence of the DeepSeek R1 model, demonstrate that the United States’ lead is steadily narrowing.
OpenAI has proposed five key strategic areas for the government: 1) a regulatory strategy that ensures innovation freedom by reducing the burden of state regulations; 2) an export control strategy that supports the global dissemination of American AI based on democratic principles; 3) a copyright strategy that allows AI models to learn from copyrighted materials; 4) an infrastructure development strategy to promote economic growth; and 5) an ambitious government AI adoption strategy. The core idea of the proposal package is that the United States achieves the greatest success when it relies on American innovation and entrepreneurial spirit. The document warns that without an appropriate regulatory environment, the U.S. could lose its leadership position, especially if Chinese developers have unrestricted access to data while American companies lose the right to "fair use"—a U.S. copyright doctrine that permits limited use of copyrighted material without permission, including for training AI models. Such a restriction would effectively end the American advantage in the AI race.
The document also advocates for faster government adoption of AI, suggesting a modernisation of the FedRAMP (Federal Risk and Authorization Management Program) process, which is the federal cloud service security accreditation system. This currently takes 12-18 months for AI providers to comply with federal security standards, compared to the commercial standard of 1-3 months. The development of the Artificial Intelligence Action Plan (AI Action Plan) was mandated by President Trump’s Executive Order No. 14179, issued on 23 January 2025, which states that it is U.S. policy to maintain and strengthen America’s global dominance in AI to promote human flourishing, economic competitiveness, and national security.
